The Spire produces the genetic code that allows the Larva to morph into the Mutalisk or split into pairs of Scourge. The Spire also serves as the upgrade facility for the Zerg aerial units, upgrading the Flyer Attack and the Flyer Carapce.

The Spire can evolve into a Greater Spire, which enables the Mutalisk to mutate into either a Guardian or Devourer.

Lore

The Mantis Screamers that were assimilated and turned into the terrifying Mutalisks once built their towering nests on lifeless worlds, using any surfaces that could be found. The Spire, though similar in appearance to the Mantis aeries, has been altered to sustain itself by feeding on the Creep.

StarCraft 2

The Spire is essentially unchanged in StarCraft 2. It still upgrades air weapons and carapace, and can be mutated into a Greater Spire to allow for more advanced mutations. The main difference is that the Corruptor can now be produced once a Spire is constructed, and the Scourge is no longer in the game.
