The Munitions Depot is a scrapped Terran building which was originally a prerequisite for building the Thor, back when it was constructed on the field by an SCV. The Munitions Depot also had several upgrades related to the Thor.

The Thor has since been changed to being produced from a Factory, and so the Munitions Depot has been scrapped.
